
Writings on walls, defaced monuments, shutters covered with anonymous signatures. For those who create them, they are the expression of their art, for others, however, they are vandalistic graffiti that “alter the face of the city, compromising the urban decorum and the safety perceived by citizens”, explains Giuseppe Farris, municipal councilor of Civica 2024 who presented a motion on the subject and asks the Council to develop a detailed action plan that focuses on prevention and education.
Among the most incisive measures is the ban on the sale of spray cans to minors under 18, except for educational or professional reasons . Furthermore, “the Municipality will have to become a civil party in proceedings against those who damage public and private property, requesting compensation for the damage suffered”. But it also provides for “a tightening of sanctions for those who deface buildings and street furniture, with the obligation, where possible, to restore the state of the places”.
The fight against vandals will need to be strengthened by increasing video surveillance and carrying out targeted patrols by the local police.
But among other things, the Municipality must “promote street art as a form of positive expression, providing authorized spaces and involving local schools and artists. Schools will also have a key role on the educational front, with projects to raise awareness among the youngest about respect for common heritage.”
Finally, urban decorum must be protected with a fund dedicated to the rapid removal of abusive graffiti and the maintenance of the most exposed areas.
“A periodic report will have to inform citizens about the interventions carried out and the results obtained”, concludes Farris.
