TOKYO — Tokyo’s Shibuya ward is stepping up its fight against graffiti, teaming up with businesses and volunteer groups to swiftly remove scrawl from utility poles and signage.

Starting in fiscal 2024, the ward introduced a system allowing for graffiti to be removed in designated zones through a simple application and reporting process. Previously, cleaning graffiti from privately owned poles and signs required specific authorization, even when done for public benefit.
